Israel Invoices: The Complete Business Guide

Learn when Israel Invoices requires an allocation number, the 2026 thresholds, and how to request and check it, with examples and a checklist.

Israel Invoices is the Israel Tax Authority's system for assigning allocation numbers to certain VAT invoices. Since 1 June 2026, an allocation number has been a condition for deducting input VAT on relevant invoices exceeding NIS 5,000 before VAT. Businesses should therefore check allocation numbers both when issuing invoices and when processing supplier invoices. Current threshold: Israel Tax Authority.

What is Israel Invoices, and what is an allocation number?

An allocation number is a nine-digit number issued by the Tax Authority for a specific VAT invoice. It appears alongside the business's regular invoice number. The system aims to curb fictitious invoices; the allocation number and the business's internal document number serve different purposes. Tax Authority explanation of the system.

A digital invoice and an allocation number are separate matters. Emailing a document does not assign it an allocation number. Check the document type and whether allocation requirements apply.

When is an allocation number required in 2026?

The current implementation instruction lists these conditions: the amount before VAT exceeds the threshold, the invoice includes VAT, the customer is a VAT-registered business, and the customer requests an allocation number. The number is required to deduct input VAT where the requirement applies. Invoices consisting solely of exempt transactions or zero-rated VAT do not require an allocation number under this system. VAT implementation instruction 01/2025, section 1.

PeriodAmount before VAT above which a number is required
1 January–31 May 2026Over NIS 10,000
From 1 June 2026Over NIS 5,000

Compare the threshold with the amount before VAT, not the total payable. Exactly NIS 5,000 does not exceed today's threshold. Older tables showing NIS 15,000 for 2026 are outdated: the timetable was accelerated. Thresholds and effective dates.

Illustrative examples

  • NIS 4,800 before VAT does not exceed the current threshold, even if the total including VAT exceeds NIS 5,000.
  • NIS 5,000 before VAT equals the threshold and does not exceed it.
  • NIS 6,000 before VAT exceeds the threshold. An allocation number is required when the other conditions apply.

How do you obtain an allocation number?

  1. Register for the Tax Authority's digital services. Arrange permissions for anyone submitting requests on the business's behalf; a corporation must authorize a representative.
  2. Prepare the invoice details. The customer's VAT registration number, invoice number, amount before VAT, and VAT amount.
  3. Submit the request. Use software connected to the Authority's services, or its online application if using a paper invoice book or software without a connection.
  4. Check the result. Once issued, confirm that the number appears on the correct invoice and retain the record with the document.

What should you check on a supplier invoice?

Compare the supplier's name, business registration numbers, invoice number, and amounts with the transaction documents. Where allocation is required, check that the number is present and matches the invoice through the Authority's invoice-detail verification service. The displayed information reflects the supplier's report; it does not certify that the underlying transaction is genuine. Supplier invoice checks, section 4.

Practical tip: assign responsibility for checking incoming invoices and contacting suppliers about missing numbers or discrepancies. This starts the clarification process when the document is received.

What if no allocation number is issued?

Distinguish a technical problem from a substantive refusal. The Authority refers technical problems to its *4954 helpline. A substantive refusal has alternatives under its guidance, including clarification, cancellation, proceeding without a number, or reverse charge subject to conditions. Review the consequences with a professional before choosing an alternative. Tax Authority guidance on unsuccessful requests.

Generally, input VAT cannot be deducted if a required number is missing; the law provides approval powers for exceptional technological circumstances. A missing required number may also prevent deduction of the expense for income-tax purposes. Circular 03/2026 explains that this amendment applies to expenses paid from 1 August 2025. Common mistakes and a checklist

Avoid comparing the VAT-inclusive total with the threshold, using an outdated table, confusing the invoice number with the allocation number, or assuming that allocation proves a transaction is genuine.

  • Have you checked the date and amount before VAT?
  • Have you checked the invoice type, VAT component, and customer's status?
  • Do the request details match the document?
  • Where required, has the number been issued and included on the invoice?
  • For supplier invoices, have you checked consistency and addressed missing information?

Frequently asked questions

What is the current allocation threshold?

Since 1 June 2026, it is over NIS 5,000 before VAT for invoices subject to the requirement. Exactly NIS 5,000 does not exceed it.

Does every digital invoice need an allocation number?

No. Applicability depends on the invoice type, amount, VAT component, and customer-related conditions. Sending a digital document alone does not create the requirement.

Can I obtain a number without connected software?

Yes. Submit a request through the Tax Authority's application after registering and arranging the appropriate permissions.

Does the allocation number replace the invoice number?

No. It appears alongside the regular invoice number and identifies the allocation for that specific VAT invoice.

Does allocation guarantee that an expense is deductible?

No. It does not certify the transaction's authenticity or remove the other conditions for input-VAT and expense deductions.
